Course Description
This course provides an in-depth introduction to Colorado’s Home and Community-Based Services (HCBS) regulations as outlined in 10 CCR 2505-10, Part 8.7000. Designed for agency administrators, managers, and compliance staff, it serves as the foundation for understanding how Medicaid waiver services must be delivered, documented, and overseen under current Colorado Department of Health Care Policy and Financing (HCPF) requirements.
Participants will explore the structure and purpose of the HCBS rule set, including its connection to federal Home and Community-Based Settings (HCBS) Final Rule standards and state certification processes. The course walks through key provider responsibilities detailed in sections 8.7400 through 8.7600, including:
- Provider Agency Requirements – certification, staffing, service delivery, and quality management expectations
- Personnel Standards (8.7410–8.7418) – staff qualifications, supervision, and adherence to the Person-Centered Support Plan (PCSP)
- Service Definitions and Coverage – Homemaker, Personal Care, and Health Maintenance Activities
